Competency Requirements
Name - Component - 00
The competency review must occur at least once per year after initial competency is established, and more frequently when discipline or other sanction, including, for example, a verbal warning or suspension, is imposed because of a quality of care infraction.
Observations:
Based on review of personnel files, and interview with the Administrator, it was determined that the agency failed to administer annual competency reviews for five (5) of 10 Direct Care Worker, (DCW), personnel files reviewed. (DCW #1, 2, 3, 5, and #10).
Findings include:
1. Review of personnel files on July 22, 2021 at approximately 12:30 p.m. revealed that DCW #1 was hired on July 12, 2018. There was no evidence of an annual competency for the year 2019 or 2021.
1. Review of personnel files on July 22, 2021 at approximately 12:45 p.m. revealed that DCW #2 was hired on June 5, 2019. There was no evidence of an annual competency for the year 2021.
1. Review of personnel files on July 22, 2021 at approximately 1:00 p.m. revealed that DCW #3 was hired on December 18, 2017. There was no evidence of an annual competency for the year 2018, 2019.
1. Review of personnel files on July 22, 2021 at approximately 1:30 p.m. revealed that DCW #5 was hired on August 7, 2017. There was no evidence of an annual competency for the year 2018, 2019.
1. Review of personnel files on July 22, 2021 at approximately 2:00 p.m. revealed that DCW #10 was hired on August 28, 2018. There was no evidence of an annual competency for the year 2019.
An interview with the administrator on September 13, 2018 at approximately 3:00 p.m., confirmed that the above personnel files did not have an annual competency review in the files.
Plan of Correction:To ensure Pioneer Elite Care is in compliance with these regulations, all staff working under these regulations are required to complete the competency test online and send in their certificate. All test is required to be completed no later than August 31, 2021.
